The concept is based on the need for the character of the facility to reflect the social role of television as a public service today, differentiating it from the role and character that state television once had. As a reflection of the social structure of the time, state (ie republican) TV stations were the only ones.
The entire media space that belonged to them was created by a program in several centers. In this sense, the relationship between television and the public was clear and defined on the air, without the need for physical clarification through the peculiar character of the objects that received this content. However, going back to the very beginnings, one can see the pioneering enthusiasm for the development of new media and the need to realize it through a monumental construction project such as the Aval tower, which becomes not only a monument to television but a spatial reference and a sign of recognition in a wider context. Today, the Public Service is only one of the actors in the total media space filled with the frequencies of numerous commercial television stations, so its role is becoming less clear and there is a need to win the audience and establish a new position. In this sense, there is a clear distinction from today's commercial televisions, as well as from the former state televisions. Because, unlike the state service, the citizen service is a social institution that serves society in a new way by establishing, unlike other televisions, a system of quality and trust. In this positioning, the new RTV building has the task and role of presenting and approaching that new role - interactive, open, socially responsible television, it is simultaneously a monument (like the tower on Avala) and an instrument (of learning, information, or entertainment).
