Overall, the proposed solution tries to respond to three key criteria: creating a new image of the institution; creating a functional and high-quality business facility; and finally - the construction of a specific urban space as a new benchmark on the city plan.
The tradition of "intimidation" fostered a tradition of placing institutions in objects with specific markers of status - massive, sealed volumes of awe-inspiring historic rhetoric. Seeing the institution as a "public service" opens up space for the redefinition of this approach and a step towards more fluid shaping and materialization. The second starting point of the concept is the perception of the location in its urban context, and the relationship between the building and the environment. The ambiance and characteristics of Liman as a model of a "radiant city" give a guideline, first of all, in the spatial arrangement of the building, which would be a response to the positive and negative experiences of life in such a settlement. Hence the idea of introducing the square as a spatial element that does not exist in the wider environment, and which is always a factor in raising the quality and commensurateness of a given space. In this sense, the square becomes the main actor in generating the object. The building recedes from the regulation into the depth of the block, developing in two vertical directions, thus forming a square with an associated frame. The main mass is a glass cube supported by the full "L" volume of the first floor and the rear section, which is also the largest solid structure of the building, its "backbone". Thus, the facade of the square is mostly light and transparent, making the work of the institution somewhat accessible. At the same time, this comprehensive visual presence of the square created a dynamic working atmosphere for the employees.
